摘要
《城乡规划法》的颁布与实施,规范了各级城乡规划的运行程序与原则,对城乡规划编制内容、深度提出了更新的要求,如何适应挑战,修订完善各级(国家级、省级等)城市规划编制办法、规范,更好地实现"城乡规划全覆盖"已提上日程。本文根据城乡规划编制实践中存在的问题,从实践层面和建构支撑体系两方面对完善城乡规划编制提出了一些想法和建议。
The promulgation and implementation of ＂Urban and Rural Planning Act＂ standardized the operation principles and procedures of all-level ur- ban-rural planning and made new requirements in the content and depth of urban-rural planning, It has been put on the agenda to amend and improve the urban plan formulation regulations of all levels （national, provincial etc,） and make plans in all planning areas according to the requirements of the Act. This paper, based on the analysis of problems in the practices, extends some ideas and suggestions on improving the urban-rural plan formulation from the aspects of practice and supporting policies.
