淮海战役总前委辨析

Analyzing the General Front Commission of Huaihai Battle

淮海战役总前委是解放战争时期中共中央在人民解放军中设立的第一个总前委。过去认为淮海战役是在总前委的领导下进行和获胜的,其实不然。实际上,成立总前委之事,在淮海战役的筹划阶段并未提上议事日程;在战役发起前夕曾有过一个总前委的雏形构想,不过没有实施;后来成立总前委在很大程度上是由后勤供应的需要引发出来的。但分析总前委成立之后的活动,却发现既没有总前委对淮海战役的军事指挥,也缺乏总前委对淮海战役的后勤领导,因此总前委并不是淮海战役的指挥机关。淮海战役是在中央军委的直接领导下,由华野和中野分别指挥的。

The General Front Commission of Huaihai Battle was the first of its kind established in People' s Liberation Army during the National Liberation War.Some people used to think the victory of Huaihai Battle attributed to the guidance of the commission,but it turned out that the commission was set up to meet the needs of rear supply and didn' t command the Huaihai battle,which was in fact under the leadership of the Central Military Commission and commanded by East China Field Army and Central Plains Field Army.
