摘要
轨道交通投资额巨大,具有准公共产品的经济属性,存在因正外部性而产生的利益流失,使得轨道交通经济效益不显著,政府自然地承担起主要投资主体的角色,负担着巨大资金压力。因此,从轨道交通经济外部性的角度分析,寻求投融资主体多元化,特别是加大力度引导民间资本介入,可作为改革探索的一个方向。
Rail transit needs immense investment for its construction and operation. However, it is a kind of quasipublic product and can't produce huge economic profit. This fact means the government needs to play the role of an investor by taking on the obligation of financing. This paper analyzes the economic externality and tries to introduce private capital into the field of rail transit.
