摘要
运用公共政策学、公共服务理论对大众体育公共政策的主线及维度进行研究。认为以人为本是建立在科学发展观与建设社会主义和谐社会的战略方针基础之上的大众体育公共政策的主线;三个维度则是指:大众体育公共政策的价值目标——实现公共利益;大众体育公共政策的制订依据——理性与非理性;大众体育公共政策工具选择和运用维度——财政、市场、第三部门。
Using the theory of public policy and public service to research on main line and dimensions of public policy about common sports, this paper consideres that people are set up at the scientific development concept and building a harmonious socialist society based on the strategic policy of the popular sports of the main line of public policy, and refers to three dimensions： the general public（the value of public） , policy objectives of sport, the mass of the formulation of public policies sports which based on popular sports instrument selection and use of public policy dimension.
