It is very significant for urban and rural people to improve their qualities and competitiveners by continuing education. In order to form a new learning society, and achieve the leading development of Chongqing in the western regions we should construct the new system of continuing education with advanced concepts, improved the system, rational structure, modern methods, combination of centralization and decentralization, multi - dimensional interaction and integration of urban and rural areas. And the management system and the operational mechanism of continuing education should be innovated. The educational policy should be readjusted. The fundamental construction should be strengthened. The promoting plan of continuing education should be acted. What＇s more, the continuing education should be overall reformed and developed.
