摘要 南水北调工程是缓解我国北方水资源严重短缺、优化水资源配置、改善生态环境的重大工程,对南水北调工程运行影响较大的风险因子归纳起来可概括为工程风险、水文风险、生态与环境风险、经济风险和社会风险等。通过从工程本身及风险控制的重要性入手,简要阐述了南水北调工程风险控制的概念和方法,分析了调水工程运行管理的工程措施和非工程措施,提出几类主要风险的具体控制措施。 The South-to-North Water Transfer Project is very meaningful to the alleviation of the water shortage in north China, optimization of the water allocation and improvement of eco-environment. The risk factors affected most to the operation of the Project are engineering, hydrologic, ecological, environmental, economical and social risks, etc. Started from the importance of the project and risk control, the concept and methods of risk control are demonstrated. The engineering and non-engineering measures of the project are analyzed. The general control measures of several kinds of main risks are proposed.
