Several Concerning Historical and Realistic Issues for Township-level Governments of China

改革开放以来,从撤社建乡、撤乡并镇到乡镇机构改革,乡级政权改革一刻也没有停止过。该文对乡级政府机构设置的变迁、乡级政府财政的改革、乡级政府与村的关系演变、党政关系的改革和改革中的乡镇干部与干群关系等五个问题做历史的描述与现实的思考。

The reform for township -level governments has never been halted since reform and opening up in China. This paper has made historical review and realistic analysis concerning such five major issues for township - level governments as change to institutional placement, financial reform, evolution of relationship between township governments and villages, reform of relationship between party committee and government and relationship between township -level cadres and the masses.
