The Quality Management of Scientific Research Projects in the Implementing Process

针对科研项目重申报,轻管理,质量难以控制的现象,通过分析科研项目特性以及管理中存在的主要问题,提出研究项目中期管理在科研项目质量管理中的重要地位,探讨并构建了"一个机构"、"两个机制"、"三个控制"、"五项制度"的科研项目中期管理模式。

It is difficult to control the quality of scientific research projects due to more attention paid to the application of these projects and less on the implementing process management of the projects. According to this problem, the article analyzes the characteristics of scientific research projects and main problems existing in the process of project management. The important status of quality manage- ment during the implementing process is empathized and the implementing process quality management model is built up.
