介绍了项目法人及项目法人责任制的内涵,结合炼油化工建设项目的特点以中国石油化工集团公司为例,提出按照出资人情况可将炼油化工建设项目法人分为四种类型,分析了项目法人(代表)责任书的作用及应包括的主要内容,并对项目法人责任制实施中的关注点及相关问题提出了建议,以期为其他行业大型国有企业集团实施项目法人责任制提供参考。

The meaning and significance of project legal person and project legal person＇s responsibility system were explored and the project legal person in refinery ＆ petrochemical project construction was divided into four types. The function as well as the elements of project legal person（representative） liability letter were analyzed, and suggestions on the KPI in the implementation of project legal person＇s responsibility system and relevant issues were offered to provide reference for major state-owned companies in other fields in the implementation of project legal person＇s responsibility system.
