苏州工业园区社会保障制度建设的实践与意义

Experience and Value in Social Security System of Suzhou Industrial Park on Singapore Model

在介绍新加坡中央公积金制度特点的基础上,从制度来源、制度原理、制度理念、制度实践四方面总结借鉴新加坡中央公积金模式的苏州工业园区社会保障制度建设的实践;从推动园区经济发展、社会保障制度示范意义和社会保障制度改革试点意义三方面分析苏州工业园区社会保障制度存在的价值,得出我国社会保障制度不能"一刀切",应充分借鉴国外经验的结论。

Based on introducing the characteristics of the Singapore Central Accumulation Fund system, this article has summed up the experience with the implementation of the social security system of Suzhou Industrial Park on the Singapore model from such aspects as the system source, theory, philosophy and its practice. At the same time, the article has made some analysis on the value of this social security system from three aspects, that is, the drive to boost the economic development of the industrial park, the exemplary meaning of the social security system and the meaning of the pilot project of the reform of the social security system. A conclusion has been arrived at that the social security system in our country can not ＂make it rigidly uniform＂ and should make full use of the experience of other countries for reference.
