矿区土地复垦与使用制度改革探讨

Research on the reforms of coal mining area land reclamation and land use systems

在分析我国矿区土地复垦现状的基础上，指出破坏土地资源不能及时复垦利用的根本原因是我国矿山企业现行土地使用制度存在诸多弊端，为从根本上解决土地复垦的问题，提出了我国矿山企业土地使用制度改革的目标和机制。

On the basis of analyzing the present conditions of land reclamation activities in China's coal mines, the paper points out that the reasons why the disturbed land are not reclaimed and utilized duly lie in the fact that the land use systems in force for China's mining enterprises have many drawbacks. In order to provide a complete solution to the land reclamation problems, the paper proposes goals and operational mechanisms of reforms on China's mining enterprises' land use systems.
