在十年社会主义建设探索时期,大量的信访集中反映了人民公社管理制度、粮食短缺问题,调整精简工作和领导干部的工作作风问题。通过分析大量的信访案例,探讨了信访工作对于化解社会主义建设探索时期的社会矛盾,改善民生所起的重要作用。同时也说明信访工作是钝化人民内部矛盾的重要渠道,是促进稳定与发展的重要保证,是社会主义和谐社会建设的重要环节。在正确和错误两种发展趋向交错并存的十年,尽管信访部门在解决具体问题方面做了大量工作,但是,难以从总体上改变党和国家在指导方针上的"左"倾错误。

So the departments dealing letters and visits for complaints handle a huge quantity of work, but it is hard to dodge the leftist trends in the governmental or party policies.
