我国水污染收费系统的现状与对策

The Status Quo and Countermeasure of Water Pollution Charge System in China

对国内外的水污染收费系统进行了比较研究。在借鉴国外经验的基础上，运用ＺＳＭ解释结构模型分析了水污染收费系统的问题，并从协调排污费和使用者收费、完善使用者收费、及污水集中处理设施的企业化经营管理等几个方面，探讨了系统改进方案。

The comparative study on water pollution charge system at home and abroad has been conducted. Based on the experiences from abroad, using interpretative structural modelling method to analyze the problems of water pollution charge system, and coordinating wastewater effluent charge and user charge to improve user charge and enterprises management of concentrated wastewater treatment plant.
