In order to research the efficient method of plastics pollution,according to the thinking of Systems Engineering,the effects of technology,economy,policy,laws and regulation,manage and education are discussed in control plastics pollution,the interrelation of factor integrality system are analyzed.Finally,the policies of controlling efficientily plastics pollution are given.
