On the Administrative Court of Nanjing National Government

南京国民政府行政法院,从其组织、管辖上分析,是近代中国法制最完备的行政审判机关,为百姓告官提供了一定的法律保障,但实际运作上,其行政诉讼职能难以有效发挥。

Analyzed from the prospective of organization and domination, the administrative court of Nanjing National Government was the most perfect administration court in modem China. In a way, it provided some legal security for common people complaining official. But in actual life, the administrative court can not be effective.
