Ecological Capital and Its Valuation of Green Agriculture

农业生态资本是农业可持续发展的基本要素,是现代农业发展的重要生态保障。本文认为农业生态因资本的增值而改善,资本因农业生态的改善而保证其受益的长期性和增值的整体性。论文从生态资本的概念入手,阐述了农业生态资本是通过自然因素和人为投资双重作用而形成的农业资本,指出了农业生态资本具有既能充分体现自然属性,又能充分体现社会属性的功能价值、补偿价值和时间价值,在此基础上,对农业生态资本价值评估的边际机会成本法、补偿价值法、总经济价值法、租金或预期收益资本化法、净价格法、替代市场价值法、影子价格法等进行了有益地探讨,并借用Cobb-Douglas生产函数建立了农业生态资本价值的评估模型,为保持农业生态资本存量非减性,良性地运营农业生态资本,促进现代农业的可持续发展和农业生态建设提供理论支撑与生态基础。

The agricultural ecology capital is not only the basic element of sustainable development of agriculture, but the important ecology safeguard of modem agriculture development. This article thinks that the agricultural ecology is improved by the capital increment, the capital guarantees the long-term characteristic and the increment integrity of capital＇ s profiting by the improvement of agricultural ecology. From the concept of ecological capital, this article first expatiates the agro-ecological capital is the ecological capital formed by the dual role of natural factors and man-made investments. Then it points out that the agro-ecological capital has the value of function, compensation and time which not only hilly reflects the natural property, but also fully embodies the social property. Based on this, it searches the methods of marginal opportunity cost, compensation value, total economic value or the methods of the capitalization of expected returns, net price, alternative of market value, shadow price and so on. Then it builds the assessment model of agro-ecological capital value by use of the Cobb-Donglas production function which provides the theoretical support and ecological foundation for maintaining the non-minus of agro-ecological capital stock, operating the agro-ecological capital and promoting the sustainable development of modern agriculture.
