Moral Responsibility of Government with Service Type

服务型政府的建设是政府管理模式的一次根本性变革,是政府管理模式的质的飞跃。全心全意为人民服务是我国行政道德责任的灵魂和核心,因而是服务型政府最重要、最核心的道德责任,具体可以概括为:为社会提供合道德的制度供给、公共政策、公共产品、公共服务的责任。服务型政府道德责任实现的根本途径是实现行政管理的伦理化,具体来说,要实现行政制度的伦理化、公共政策的伦理化、行政机制的伦理化、道德责任的制度化和行政主体的道德化。

The construction of the government with service type is a radical reform of the management form of the government and it is a big leap of the management mode. To serve the people heart and soul is the core of our moral responsibility and the first and foremost duty. It is, therefore, that the most moral responsibility of the service government can be concluded as followings： the government should provide the moral system, the public policy, the public products and the public service for the society. The only way to carry out the moral responsibility is to practice the administration of moral principles. In details it is to practice the moral principles of administration systems; public policy; administration organs; the system of moral duty and the administrative organs as the main institutions.
