民政工作与社会工作的关系辨析

Analysis of the Interaction between Civil Work and Social Work

民政工作与社会工作在工作理念和服务对象、服务内容等方面联系密切,但在服务方式上又有区别。本文基于两者的区别和联系,探讨了两者在三个方面的互动关系,即社会工作为民政工作实现专业化提供理论借鉴和支持;民政工作是社会工作职业化的有力保障;民政工作是社会工作本土化的重要途径。这三方面的互动关系对于努力推进民政工作专业化与社会工作本土化、职业化,促使民政工作和社会工作这两门学科在理论与实践层面共同发展具有重大意义。

Civil work is closely related to social work in their working ideas, the objects they serve, and the service they offer. However, they differ from each other in the ways they serve people. Based on those similarities and differences, this paper studies the interaction between them in the following three aspects. First social work can provide theoretical ideas and support for the specialization of civil work. Secondly civil work can ensure the professionalization of social work. Thirdly civil work serves as a vital way for social work to be localized. Their interaction in those three aspects is of great importance in promoting the specialization of civil work and the localization and professionalization of social work, and also is important in helping the two subjects develop together both theoretically and practically.
