本文认为基层党组织在新时期面临的困境意味着社会开始具备型塑执政党的主体性,因而应从社会发展的视角审视基层党组织建设面临的系统性挑战,认识开创基层党组织建设的新格局的意义。作者系统分析了新的社会发展格局给基层党组织建设带来的关键问题,对基层党组织建设的路向和策略作出全面、系统的规划,提出了依托社区建构基层党建新体制等观点。作者还从增强基层基础工作有效性的角度,提出了善于通过民间社会组织凝集和管理社会等改进基层党组织工作方式的对策建议。

The paper analyses the key issue of the basic - level party organization led from the new pattern of social development, plans systematically and fully the way and countermeasures of the basic - level party organization, and put forward such view as establishing new system of the basic - level party organization on the basis of community. The author, in the view of strengthening the validity of the basic - level party organization, put forward the advice of improving the work way of the basic - level party organization through cohesion of the civil social organization and society administration.
