农业是国民经济的基础产业,是国家稳定的重要保障。农业投资是农业发展的第一推动力和持续动力。然而,由于农业的弱质性和农业发展的滞后性,使得农业产业结构调整和升级缓慢,进而引起农民增收困难,城乡收入差距持续拉大,同时导致农业可持续发展的后劲不足。

Agriculture is the fundamental industry, of the national economic, and it is the important safeguard of the stabilization of our country. The investment of the agriculture is the first and continued movement for the development of the agriculture. However, the weakness and the lagging of the agriculture make the agricultural industry＇s structure adjustment and upgrowth slowly. Moreover, it arouses the farmers＇ income increasing difficultly, and the gap between city and countryside has become bigger and bigger. In the meantime, it causes the agriculture not to develop continuously.
