The concept of scientific development revealed the nature of the development of China＇s modernization and the people-oriented core. Overall planning the coordinated harmony development between man and nature, insisting economic and social unity of development and environmental protection in order to achieve better and faster development. The author proposed that we should establish and implement the scientific development concept, work closely with urban characteristics, focus on the construction and protection of city garden as to effectively improve people＇s quality of life.
