土地流转对农民阶层分化的影响——基于湖北省京山县调研的分析

Impact of Farmland Circulation on Peasant Class Differentiation:Analysis Based on Investigation in Jingshan County,Hubei Province

农民在不同时期进行土地流转的动机和目的有所不同。本文在湖北省京山县调研的基础上,认为农村土地流转的具体形式有主动长期限流转、被动长期限流转、短期限流转三种。土地流转对农民的阶层分化有着重要影响。当前,土地制度安排忽视了举家务工阶层和村庄贫弱阶层的利益,因此,他们对土地制度的态度与"中农阶层"不同。基于实证分析结论,本文提出了保护贫弱农户地权的政策建议。

Peasant circulated farmlands for different points and motives at different times.Based on investigation in Jingshan County,Hubei Province,there are three ways of farmland circulation:circulation active and long period,circulation passive and long period,and circulation short period.It is clear that farmland circulation have an important impact on peasant class differentiation.Current land system ignores the interests of farmers out of work class and the poorest class farmers.Based on empirical analysis,the article put forward some policy recommendations.
