从健康水平、服务利用和筹资视角看新农合制度公平性——基于黑龙江省的实证分析

Examining the Equity of Rural New Cooperative Medical and Health System:Health Level,Services Utilization and Fundraising

文章利用黑龙江省呼兰县和林甸县2007年实地调查数据,对黑龙江省新农合制度公平性进行研究。结果表明,在健康公平性和卫生服务利用公平性方面,参合组居民优于未参合组,但差距不显著,说明新农合制度对农民卫生服务利用公平性的影响不大;在卫生筹资公平性方面,未参合组居民优于参合组,说明合作医疗筹资制度设计没有实现垂直公平。

The essay analyzes equity of Rural New Cooperative Medical and Health by using survey data of two counties in Heilongjiang province. The result shows that in terms of accessibility to health care and health level,the status of the participants has been appreciably improved comparing to non- participants,while in terms of health financing, the status of non- participants is even better. Finally,on the basis of empirical analysis result,the essay puts forward suggestions on how to improve the equity of Rural New Cooperative Medical and Health in Heilongjiang Province.
