Thoughts and countermeasures to speed up the development of science and technology in Heilongjiang province

科学技术的供给、需求和转化、推广是影响科技发展的主要因素,而科学技术又直接影响到社会经济的发展和进步。黑龙江必须结合具体实际,继续深化科技体制改革和机制创新,使科学技术的发展成为确保黑龙江省经济长期稳定增长的坚实基础。为此,在了解黑龙江科技发展基本状况的基础上,分析了发展中存在的问题,并提出了基本的思路和对策。

The supply, demand and transformation of science and technology（S＆T） are major factors of development. S＆T has a direct impact on socio-economic development and progress. The government of Heilongjiang Province has to reform the system of S＆T, to innovate mechanisms of S＆T. Only in this way can Heilongjiang lay a solid foundation for its economic stability and long-term growth. The paper has researched some problems existeing in the development of S＆T, and raised some ideas and measures on the basis of understanding the state of Heilongjiang＇s S＆T development.
