高新区科技创新体系建设与发展实证分析

Empirical analysis on science and technology innovation system of high-tech industrial development zone

以山东省泰安市高新区为例,对该高新区科技创新体系现状进行分析与评价,发现其存在的问题,进而有针对性地提出强化创新主体建设,发展模块化产业集群,加大资金投入,加强政策法规建设等对策建议。

This paper takes Tai＇ an high-tech industrial development zone as an example. It analyses and evaluates the status quo of science and technology innovation system in this area,then it finds many problems,such as low industrial level,low competition ability,slow development speed of high-teeh industries,insufficient investment, low independent innovation capacity,laggard construction of innovation vector and platform. Then it puts out countermeasures for Tai＇an high-tech industrial development zone to build and develop innovation system,including： strengthening construction of innovation subject based on the triple helix model, developing modular industrial clusters to promote industrial structure upgrade,increasing capital input,and strengthening the construction of policy and regulation.
