On Inner Party Democracy Building in the Context of Political Modernization

发展党内民主是我国政治现代化的必然要求。党内选举尚欠完善、党内权力结构失衡以及党内权力约束失范是党内民主发展不足的主要表现,也是制约我国政治现代化的重要因素。因此,要推进我国政治现代化的进程,必须加强党内民主制度建设,包括:完善党内选举制度,夯实权力合法性基础;改革党内权力结构和权力体制,实现权力配置科学化;加强党内法规制度建设,促进权力运行法治化。

Developing inner party democracy is the inevitable requirement of China＇s political modernization. The insufficient development of in inner party democracy is mainly presented as distortion of inner party election, unbalance of inner party power structure and out of control of inner party power operation, which are the main restrictive factors of China＇s political modernization. Therefore, in order to promote China＇s political modernization, the CPC should strengthen the construction of inner party democratic system. To be specific, several measures should be taken as follow： perfecting the election system to lay a solid foundation for inner party power legitimacy, reforming the power structure and power system to realize rational allocation of inner party power, strengthening the construction of legal system to accelerate the legalization of inner party power operation.
