区域产业素质与区域经济增长的实证分析——基于省级区域面板数据的研究

An Empirical Study on Regional Industrial Quality and Regional Economic Growth: Based on the Panel Data on Provincial Regions

区域产业素质的提高对区域经济增长有着重要的作用。但是传统理论并没有系统地对这两者之间的关系进行实证检验。因此，本文从分析区域产业素质的决定因素着手，建立面板数据模型，用1998年-2006年29个省级区域的面板数据实证检验这两者之间的关系。结果发现：资本素质、劳动力素质、制度素质时全国和东部地区的经济增长有着显著的正相关关系，资本素质和劳动力素质对中部地区的经济增长也显著的正相关而制度素质对中部地区影响不显著，而西部地区则只有资本素质是很显著的。回归结果还发现，以R＆D投入强度为指标的技术素质对区域经济增长呈显著的负相关关系，可能原因是R＆D投入的最终产出不一定是新产品，即不表现在GDP的增长上。或者是我国R＆D投入的效率不高。最后根据实证的结果。提出四点政策建议。

The improvement of regional industrial quality impacts greatly the regional economic growth, while there are few empirical studies to investigate their relationship with traditional theories. This paper firstly analyses the determinant factors of regional industrial quality and then studies the relationship between regional industrial quality and regional economic growth by using the panel data from 1998 to 2006 on the 29 provincial regions in China. We find that capital quality, labor skills and institution qual- ity have strong positive correlation to economic growth in both the whole nation and eastern China. In the middle China, capital quality and labor skills also have strong positive correlation to economic growth, whereas in the western China only capital quality has strong positive correlation to economic growth. We also find that technology quality which uses R＆D intensity as index has strong negative correlation. Two reasons are given in this paper： one is the final products produced by the input of R＆D may be not new products, which can not be reflected on the GDP growing; the other is the low efficiency of the input of R＆D in China. At last, four suggestions are proposed based on the analysis conclusions.
