论我国公共图书馆开展政府信息服务的理论与实践

The Theoretical Research and Practice of Government Information Service in Public Library

《政府信息公开条例》正式实施以后,引起图书馆界的广泛关注。研究者们主要讨论公共图书馆参与政府信息公开的意义、开展政府信息服务面临的问题、应采取的措施以及国外相关理论研究与实践现状等。相比理论界,公共图书馆开展政府信息服务的实践显得滞后,主要是普及程度较低,缺乏深层次的服务。提出未来应加强帮助弱势群体获取政府信息、保障政府信息长期获取和保存、深化政府信息公开服务等研究,并推动实施国家信息战略。

The implementation of ＂Decree of Government Information Disclosure＂ excites greatly the researchers in libraries. They mainly focusas on the significance of public libraries to participate in government information disclosure, the problems were faced, how to serve the people better, and foreign related theoretical researches and practices. However, the practice of public library gets behind the abundant theoretical research. One hand is that there are so many public libraries did not carry out this new service supported by the legal provisions, another hand is that the manner of libraries services rest on the surface. The future should be strengthened to help vulnerable groups access to government information, ensure government information access and long-term preservation, deepen government information services, and promote the implementation of the national information strategy.
