世纪之交,我国加速进入了老龄化社会,经济体制改革和产业结构调整使离退休人员和城镇登记失业与下岗职工数量剧增,二者使我国现行社会保障基金支付水平与经济发展水平失调。人口老龄化已经开始冲击我国的社会保障制度,就养老保险制度而言,不论是现收现付制,还是部分积累制,都面临着巨大的基金压力。当前应该创新基金管理运营机制,完善规章制度,健全管理运营机构。严格地讲,政府对个人账户基金的管理运营,要在确保最高利率的同时,隔离市场风险。

Our country has entered a stage of aged society at the beginning of 21 st century. At the same time, the reform and adjustment of the industrial structure cause the increase of retirement and unemployment, which make the payment of current social security rather uncoordinated with economic growth. Aged - population has begun to lash the social security system in our country. As far as the old - age pension system is coneerned, either the system of concurrent imposing and paying or the system of funds accumulation confronts heavy funds pressure. At present, we should innovate the performing system of funds management, improve the regulation and the performing organizations. Strictly speaking, governmental operation of individuals＇ funds should give them favorable profits and at the same time keep them away from market risks.
