目前我国农村实施的纳费型养老保险制度不可能建立起覆盖全体农民群体的保障制度,非纳费型养老保险制度是农村社会养老保险制度的重要制度基础和必然选择。农村养老保障制度应形成与经济发展社会转型等的良性互动,必须高度关注和重视农村财政支持、农村金融发展、资产建设计划、农村教育投资、农村反贫困计划等整合发展动力机制的作用。

To Realize rural social pension system playing good influence to social economic development,we must pay great importance on the sustainable impetus mechanism,such as fiscal support to rural area, rual financial development,capital input planning, rural educational investment, rual anti-poverty planning.
