公平优先是在新中国成立后一穷二白的基础上提出的,它在一定程度上满足了人民群众要求平等、追求公正、走向同步富裕的愿望;效率优先、兼顾公平是在改革开放的背景下,为了解放生产力,发展生产力,调动人民群众的积极性而提出的,满足了人民群众致富奔小康的愿望;更加注重公平,是我们在构建和谐社会的基础上,在科学发展观的指导下,使改革开放的成果惠及全体社会成员的条件下提出的,满足了人民群众"先富"向"共富"转变的愿望。

Equity was given more priority on basis of very poor condition afer the foundation of New China. To some extent, it has meet people＇s desire of persueing equality,fare,and common well-off. ＂Give priority to efficiency with due consideration to fairness＂ was put up on the context of reform and opening-up,in order to liberate and expand productive forces, bring people＇s the initiative into play. It has meet people disire of comfortable life. Pay more at it tension on equity, which is put up on the new context of making the benefits of reform and opening-up shared by all social member, in the guidence of scientific development conception. It meets people＇s desire which has changed from first grown wealthy to common wealthy.
