我国政府渔业管理职能转变的探讨

Transition of the government role in fishery management

对新形势下如何加快政府渔业管理职能转变进行了探讨。市场经济体制下我国政府渔业管理职能主要为渔业法制建设、宏观调节、公共服务和监督管理;目前的主要问题是渔业法律制度建设滞后、渔业经济宏观调控与微观管理转化不足、渔业公共服务薄弱、渔业监督执法不到位。关于加快政府渔业管理职能转变,文章建议:(1)优化渔业管理决策机制;(2)推进渔民和社会中介参与渔业管理;(3)改革渔业管理行政体制;(4)加强渔业行政服务;(5)合理划分政府部门涉及渔业的行政管理职能。

The author has discussed ho to speed up the transition of governmental fishery management function under new situation. The governmental fishery management functions are mainly fishery legislation, macro-regulation, public service and fishery supervision under the market economy system in China. The current main problems are： uncompleted fisheries legislation, insufficiency of macro-regulation and micro-management, weakness of public service, and ineffective fisheries supervision. Author has proposed suggestions on transition of governmental fisheries management function, which are, firstly, optimizing decision-making mechanism of fishery management; secondly, promoting fishermen and social medium to participate in fisheries management; thirdly, reforming fishery management system; fourthly, strengthening public fishery service, fifthly, allocating management function among governmental departments related to fisheries.
