科学发展观是一个重要的理论问题，也是一个重要的实践问题，既是指导经济社会发展的重大理论原则，也是我们做好各项工作的方法论原则。学习科学发展观核心是转变观念，关键是勇于实践，目的是加快发展。作为农业财政工作部门，在理论上，要努力提高综合素质，增强科学发展的主动性；在实践上，要通过支持建立农业保护制度促进农业增效，通过支持发展现代农业带动农民增收，通过支持农村生产经营体制改革推动农村发展。结合陕西财政支农工作实际，学习落实科学发展观，只有坚持统筹兼顾，突出以人为本，着力促进增收，才能加快全省社会主义新农村建设步伐。
