快速城市化背景下非农建设用地管理研究——以深圳为例

本文以深圳特区外2004年城市化转地过程中划定的非农建设用地为对象，深入分析快速城市化背景下非农建设用地管理在与城市规划协调、置换调整及其与城市更新改造的结合、入市流转等方面存在的主要问题，提出“严格规范管理、保障发展权利、消化历史问题、提升建设水准”的管理原则，并从非农建设用地与规划协调、合理进行置换调整、加强与城市更新改造结合、逐步推动非农建设用地入市流转四方面给予相应的对策与建议。
