The paper analyses the theoretical connotations of sci-tech novelty retrieval and research project management, to explore the support of sci-tech novelty retrieval of the role of scientific research projects and research, put forward some suggestions of projects to optimize the quality of management of the sci-tech novelty retrieval with more great significance.
