摘要
民主遴选机制在配置公共领导人才中的择优功能,对于发展社会主义民主,回归群众的政治权利,抵制选人用人中的腐败现象,优化公共领导人才资源的配置,提高选拔干部的公信度,都起到了无以替代的作用。要使这个机制科学化、规范化,必须抵制"恶意竞争",提高遴选的信度,排除"无知性"干扰,形成公开、平等、竞争、择优的体制环境和博弈氛围。坚持做到:程序安排清晰化,相关信息公开化,同意计算科学化、权利制约法律化。
The merit function of democracy selection mechanism played an irreplaceable role in the allocation of public leadership in the selection, especially on the aspects of the development of socialist democracy, regress to the political rights of the masses and credibility of selection. To make this mechanism more scientific, standardized we must be resisted "malicious competition", and improve the reliability of selection, rule out the interference of "ignorance", and format an open, equitable, competitive, merit - based institutional environment and atmosphere of the game. And we have to adhere to the following aspects: clear procedures, to open information, unified scientific calculation and legal constraints.
