DESIGN AND IMPLEMENTATION OF ASSESSMENT SYSTEM FOR SCIENTIFIC RESEARCH PROJECTS SELECTION

摘要 在科研投入不断加大,科研立项申报项目日益增多的今天,科研管理部门以往所采用的手工评估管理模式已无法满足现在评估工作科学、公正、高效的需要。针对上述问题,在C++Builder和Microsoft Access环境下,采用层次分析发和聚类分析等数学分析模型,设计出一套科研立项评估系统。详细介绍系统的设计方法和具体实现过程。该系统可以提高项目评估人员的工作效率,减少评估过程中人为因素影响,具有较高的推广价值。 Since the investments of scientific researches are growing up and the applications of scientific research projects selection are mcreasing at present, manual assessing and managing mode used by the scientific researches management departments up to now can no longer meet the scientific ,fair and efficient needs in current assessment work. To settle the problem above, an assessment system for scientific research projects selection is designed based on the mathematical analysis models including analytic hierarchy process and cluster analysis in the environment of Visual C + + Builder and Microsoft Access. The designing method and the realization process of the system are expounded in the paper. By using the system, the work efficiency of the assessor is improved and the human factor's impacts are reduced in the process of assessment, so the system has higher generalising value.
