Financial Support to the Circulation of Rural Land-use Rights:Comparison of Several Cases

本文通过深入调研山东、河南两省土地使用权流转改革和金融支持的实践,分析比较了几种土地流转典型案例的异同,认为枣庄案例具有较强的借鉴和推广价值;并在分析当前土地使用权流转存在问题的基础上,提出了进一步推进土地流转和加大金融支持的政策建议。

Via investigation and research on the practice of reform on assignment of the land-use rights and financial support in Shandong and Henan province, this paper, by comparing the differences and sameness among the typical cases of assignment of the land-use rights, indicates that the case in Zaozhuang is the most practical one and should be popularized. On analyzing the main problems in the present transference of land-use rights, this paper gives suggestions on how to promote reform on the transference of land-use rights.
