分析了随着经济和社会发展,沿海港口城市建设在发展变迁中面临的主要问题,同时简要阐述了沿海城市老港区搬迁过程中传统搬迁模式及其主要问题;论述BT建设模式在解决老港区搬迁过程中的适用性,并结合国内相关的法律法规情况,对如何应用BT建设模式解决城市老港区搬迁问题进行探讨。

This article analyzes the main problems which the coastal cities face in the course of development, describes the traditional relocation pattern together with its problems, and expounds the adaptability of BT mode in relocation of the old ports. On the basis of relevant laws and regulations in China, we carried out a discussion on the relocation of oil ports applying BT mode.
