用科学发展观指导重庆市涪陵区农技推广体系建设

On the Construction of Agrotechnique Extension System Guided by the Scientific Outlook on Development

通过对重庆市涪陵区农业技术推广体系的机构设置、人员配备、经费保障、办公条件等现状及影响的主要因素进行认真剖析,结合我国现行的法规和学习践行科学发展观的要求,阐述了涪陵区农业技术推广体系建设的主要任务是:理顺体制,合理设置机构;创新机制,拓展服务,为农业产业化生产服务;明确职能,强化保障措施落实;优化农业技术推广队伍,提升人员素质;完善农业技术推广服务网络体系,逐步建立区、乡(镇)、村、业主(科技示范户、专业大户等民办组织)四级联动农业技术服务网络组织。同时还提出了当前基层农业技术推广体系改革的政策性建议。

Based on an analysis of the organ structure, personnel replacement, fund guarantee and working conditions of the current agro-technique extension system in Fuling district of Chongqing and their major influencing factorst and taking into consideration China＇s existing laws and regulations and the requirements of studying and practicing the scientific outlook on develop- ment, the authors of this paper advocate that the primary tasks in constructing Fuling agro-technique extension system are rationalization of the institutional system, mechanism innovation to expand production for the agriculture services, clarifying responsibilities for protection measures, optimization of agro-technique extension team and improvement of personnel quality, and upgrading of the network system of agro-technique extension and gradual establishment of agricultural service organizations at the district, township （town）, village and farmer household levels. Some policy options are offered in this paper for the transformation of the grass-roots agro-technique extension system.
