Changes in Strategic Balance and Countermeasures Adopted by Defensive Countries under the State—Induced Security Dilemma

在国家引导型安全困境中,进攻型国家通过损害他国安全的行为维护本国安全,蓄意挑战国家安全结构中既有的战略平衡。既有的战略平衡在进攻型国家和防御型国家的互动过程中发生变化,这一变化是由于进攻型国家将本国安全目标设定在损害他国安全的基础上,并实行进攻性的安全政策引起的。在不同的力量对比结构中,进攻型国家的安全目标不尽相同,战略平衡变化的幅度和频度也不尽相同。面对进攻型国家对本国安全的损害,防御型国家在不同的情势下会采取各种防御策略,以维护本国安全,并保持战略稳定。

Under the state-induced security dilemma,the aggressive countries try to maintain their homeland security by activities harming other countries' security and deliberately challenging the existing strategic balance in the national security structure. Since the aggressive countries set their homeland security on harming other countries' security and adopting aggressive security policies,changes happen to the existing strategic balance during the interaction process between the aggressive and the defensive countries. Confronted with the harm caused by the aggressive countries to their respective security,the defensive countries will take a variety of defensive strategies under different circumstances in order to maintain their homeland security and strategic stability.
