Worries about Chinese Rare-earth Metal and Suggestions on Countermeasures

稀土金属是重要的国家战略资源,广泛应用于工业、农业、军事等行业,被称为"万能之土"。我国稀土在世界上占有得天独厚的位置,生产量、出口量和消费量均为世界第一。但长期以来稀土资源掠夺性和破坏性的开采导致稀土资源流失严重,严重威胁到我国经济与军事安全。本文提出一些相关的对策建议,希望通过国家稀土储备库的建立,严格控制稀土资源的出口,促进稀土企业高技术创新能力的提高。

The Rare-earth metal is a very important strategic resource, which is used in industry and agriculture and military field extensively, called ＂universal earth＂. China holds a position of particularly favorable natural conditions in the world about this metal. The output and export and consumption of Chinese rare-earth metal stand first in the world. However, the rare-earth metal is deprived seriously due to the frantic exploitation, which is a seriously menace to Chinese economy and military safety. Some suggestions on countermeasures are proposed in this paper. The rare-earth metal country reserve pool should be established and the export of this key metal should be restricted, thus promoting the raising of the innovation ability of high technology of rare-earth metal enterprises.
