省级政府竞争之弊与跨省区域治理

Disadvantages of the Competition Between Provincial Governments and Transprovincial Governance

利益驱动的省级政府竞争,由于缺乏相关制度的约束,无论是纵向层面的非均衡状况还是横向层面的两败俱伤结局,都表明其弊端很明显。跨省区域治理作为应对此弊端的诉求,能有效地打破省级行政区划的刚性限制,减少竞争成本,更好地促进省级政府利益的实现,而且实践中跨省区域治理的优势已经初露端倪。因此,有必要加大跨省区域治理的制度建设,一方面要加快跨省区域治理的组织建设,另一方面应加强跨省区域治理具体规则的制定。

The interests-driven competition between provincial governments due to lack of relevant institutional restriction results in obvious disadvantages, such as unbalanced developments and the case that no winner could be found but all competitors failed. The transprovincial governance is therefore suggested to rise above those disadvantages, which will break through the rigid limitation of administrative division efficiently so as to reduce the cost due to competition and make better the interests d each of provincial governments. The regional governance has won initial success in practice. So, it is necessary for extending the transprovincial governance to frame the institutional administration, i.e., accelerating organizationally the transprovincial governance with the rules/regulation relevant to transprovincial governance formulated quickly in detail.
