中国正在步入高端人才的高需求期,本文从政策、法律、社会层面对欧美等发达国家聚集高端海外科技人才策略进行了归类对比分析,从中发掘出值得我国借鉴和思考的问题,文章论述了吸引海外科技人才对我国科技体制改革和科研环境改善的推动作用,指出了海外人才评价机制的特殊性以及海外人才与本土人才组合的有机性。

China is currently stepping into the age with a skyrocketing need for high-tech talents. Categorical comparison and analysis were carried out in this article in developed countries＇ strategies in attracting overseas high-tech talents from political, legislative and sociological ways, from which to find out the worth learning for our nation. The article focuses on the positive impetus of attracting overseas high-tech talents in the reform of science and technology mechanism and the improvement of scientific and technological research environment. What＇s more, the article points out the uniqueness of overseas talents assessing mechanism and the organic effect of the combination of native and overseas talent.
