Reforming and Improving the Chinese Financial Regulation System

本文比较了各国(地区)金融监管体系的演变及变化趋势,分析了中国金融监管体制的沿革、现状和存在的问题,阐明了进一步改革与完善我国金融监管体系的必要性。从长远看,中国应当建立统一监管、分工协作、伞形管理的金融监管体系。中国金融监管体系的改革目标应当是,建立一个统一的金融监管机构(中国金融监督管理委员会)进行综合金融管理。提出了应当分为三个阶段进行中国金融监管体系改革的建议。

This paper compares the evolution and trends of financial regulation systems of different countries and areas, and analyses the evolution of Chinese financial regulation systems and its problems, as well as the necessity of further reform and improvement. In the long run, China needs to build a universal financial regulation organ, i. e., the Financial Regulation Committee of China, to conduct comprehensive financial regulation. The paper suggests that the reform should be divided into three steps.
