矿井本质安全化的实现研究

Study on Realization of Inherent Safety in Coal Mine

系统分析了事故致因理论,基于对事故致因要素的有效控制,阐述本质安全型矿井的特征,提出矿井本质安全化结构模型;探讨并构架了促进矿井本质安全化的支持体系和保障体系,就加大安全投入的资金支持、建立健全安全管理的制度支持、设置合理安全管理机构与配备足够安全技术人员的组织支持,以及以工会为代表的内部群众监督的监督保障和安全质量标准化的方法保障等促进本质安全化的支持体系和保障体系的具体内容进行深入研讨,认为完善的安全支持体系与保障体系能有效地促进矿井本质安全化的实现。

The paper has analyzed the theory of accident-causing, shown characteristic of inherent safety in coal mine based on controlling the factors of causing accident, proposed the structural model of inherent safety in coal mine and the system of support and guarantee to promote realization of inherent safety in coal mine. Enlarging the fund for supporting safety, perfecting safety administration regulations, setting up rational safe administration organization, internal supervising and standardizing are thoroughly discussed. It is concluded that the good systems of support and guarantee can effectively promote realization of inherent safety in coal mine.
