An Exploration into the Rural-urban Difference of Minimum Living Standard Security System

通过对我国民政部和统计局的统计数据进行分析,揭示了我国最低生活保障制度城乡差距过大的现状,并进一步探索了其产生的原因。在此基础上提出了一些缓解低保制度城乡差异的对策,以使我国低保制度更能体现社会公正,实现"底线公平"。

Based on the analysis of statistical data from the Ministry of Civil Affairs and the Bureau of Statistics, the paper reveals the current situation that there exists a big gap between rural and urban minimum living standard security system, and probes into its causes. It puts forward some policy suggestions to make sure that the system can reflect social equity and realize bottom line equity.
