摘要
正交易费用的存在决定了产权不可能完全界定与实施,政府产权制度下仍有大量产权进入公共领域。为了摄取这些公共产权,包括家庭在内的理性私人组织而投入人口资源,形成一种理性的人口过剩现象。产权界定与实施具有规模经济,从而在正式产权制度效率提高过程中,这种理性过剩人口数量会不断减少。因此,经济发展与人口增长是产权制度效率提高的两个结果,它们之间的相反变化趋势只是一种非因果性的相关关系。
Property rights can not be defined or enforced completely because transaction cost always is plus, and after government defining and enforcing there still are a large part of property rights as public ones. Such private organizations as families invest human resource in capturing the public property rights and create rational overpopulation. Since defining and enforcement of property rights＇ scale economy, the rational overpopulation decreases when the efficiency of property-rights system of government increases. Therefore economic development does not slow the population decreasing, but both are the results of higher-and-higher efficiency of property-rights system.
