通过分析影响工业拆迁场地环境风险评价结论的6类不确定因素,指出了仅依靠单一的场地环境风险评价制度来控制工业拆迁场地环境风险的局限性和弊端。提出了工业拆迁场地环境风险过程管理理念,并列出了构成该管理体系的6个基本要件。认为只有引入涵盖工业拆迁场地监管、场地污染突现事件应急处置机制和场地环境风险评价工作的工业拆迁场地环境风险过程管理模式,才能对拆迁场地潜在的环境风险实施有效的监管和控制。

By analyzing 6 uncertain factors that had affected the conclusions of environmental risk evaluation of relocation site, the paper pointed out there were limitations and drawbacks with a single environmental risk assessment system to control the environmental risk of industrial relocation site. Process management of environmental risk of demolished industrial sites was put forward with six essential elements of management system. It is considered that only the environmental risks process management model of industrial demolition site with introducing supervision of industrial demolition sites, environmental risk assessment and emergency disposal mechanisms of sudden events can monitor and control the potential environmental risks of demolition sites.
