How to build a secure and low-cost enterprise network is the basic issue for enterprises information. This paper puts forward a solution of software VPN server based on ISA Server, which can meet the need of network security and low cost for enterprises perfectly. This paper introduces the advantage of software VPN server through a detailed construction example. It has been proved by the engineering practice that water conservancy information transmission can be conducted securely by the software VPN server solution.
